Fredericksburg Police Department Incident Reports
MONDAY, MARCH 31, 2014 
 
AGGRAVATED ASSAULT: 
Quaker Steak and Lube, 1300 Central Park Blvd, 3/29 11:55 p.m. Police responded for reports 
of a fight and found a 21-year-old man with severe head and facial injuries and additional 
victims who had been struck during an altercation but were not severely injured. Employees 
from the restaurant were restraining the offender in the men’s bathroom when officers arrived on 
the scene. 
Witnesses reported that the offender and the 21-year-old victim first encountered each other 
outside the business and they exchanged words for an unknown reason. A short time later, the 
two began arguing again under the awning at the back of the restaurant. The offender then 
started swinging his motorcycle helmet and using it as a weapon against various patrons who 
tried to intervene. The 21-year-old victim was struck in the face and suffered several fractures 
and brain trauma; he was transported by ambulance to Mary Washington Hospital where he was 
admitted to the ICU. The offender, Shilo Joe Keihn, 40, of Spotsylvania was arrested for 
malicious wounding and incarcerated at the Rappahannock Regional Jail under no bond.
BURGLARY: 
Charlotte International, 1609 Dixon St, 3/27 – 3/28 9:00 a.m. The owner reported that an 
unknown person entered the business and stole license plates and a set of car keys, as well as the 
Ford Crown Victoria matching the keys. The investigation is ongoing. 
Crystal Car Wash, 1221 Jefferson Davis Hwy, 3/28 -3/29 8:50 a.m. The owners reported that an 
unknown person broke in to the business and stole a quantity of cash from the register. The 
investigation is ongoing. 
La Surianita, 1215 Snowden St, 3/28 – 3/29 9:20 a.m. While investigating the burglary at 
Crystal Car Wash, officers discovered the door glass broken at the nearby La Surianita. The 
owner responded to the business and discovered that beer and cigarettes had been stolen from the 
store. The investigation is ongoing. 
ATTEMPTED BREAKING AND ENTERING: 
400 block Canal St, 3/29 – 3/30 1:30 p.m. A resident reported that an unknown person slashed a 
window screen and broke a window pane on her house, but did not make entry. The 
investigation is ongoing.
 LARCENY: 
Mary Washington Hospital, 1201 Sam Perry Blvd, 3/29 – 3/30 7:50 a.m. An officer patrolling in 
the area found a pickup truck abandoned behind the Fredericksburg Shopping Center. The 
officer contacted the pickup’s owner, who confirmed that the truck should have been parked at 
the hospital and should not have been removed from there. The investigation is ongoing. 
VANDALISM: 
400 block Greenbrier Ct, 3/27 – 3/28 7:00 a.m. A resident reported that an unknown person 
broke the side view mirror housing off his vehicle. No suspects or witnesses at this time. 
1000 block Sunken Rd, 3/27 – 3/28 1:30 a.m. A visitor reported that an unknown person broke 
the side view mirror housing off her vehicle. No suspects or witnesses at this time. 
100 block Hanover St, 3/28 – 3/29 3:15 p.m. A resident reported that an unknown person broke 
the side view mirror housing off his vehicle. No suspects or witnesses at this time. 
DUI ARRESTS: 
David Reiss-Keeve, 21, of Locust Grove was arrested for DUI in the 1500 block of Jefferson 
Davis Highway. 
Mason Miller, 24, of Spotsylvania was arrested for DUI in the 100 block of Hanover Street. 

ARRESTS: 
Jamika Adams, 35, of Fredericksburg was arrested by direct indictment for forgery/uttering. 
Darryl Wood, 25, of Spotsylvania was arrested for shoplifting from Walmart. 
David Machado, 21, of Spotsylvania was arrested for possession of marijuana and possession of 
drug paraphernalia. 
Eusevio Flores, 50, of no fixed address was arrested for drinking in public. 
Darwin Franco Gonzalez, 22, of Fredericksburg was arrested for possession of marijuana. 
Rickey Jones, 34, of no fixed address was arrested for obstruction of justice, destruction of 
property, and shoplifting from Walmart. 
Robert Pickeral, 31, of Spotsylvania was arrested for possession of drug paraphernalia. 
Da’quan Lucas, 21, of Fredericksburg was arrested for possession of marijuana.

                                                                                **INCIDENTS**
 
Malicious Wounding – On March 30th at 12:06AM, officers responded to the 10200 block of Winchester Ct in Manassas (20109) to investigate a stabbing. The investigation revealed that the victim, a 46 year old man of Manassas, was involved in an altercation with an unknown man outside of his residence in the area above. During the encounter, the victim was stabbed multiple times before the suspect fled on foot. A witness attempted to chase after the suspect who was last seen running towards Cub Run Ct. The victim was transported to an area hospital with serious but non-life threatening injuries. A police K-9 was used to search for the suspect. No property was reported missing. The investigation continues.

                Hispanic male, unknown age – no further description

Attempted Residential Burglary – On March 29th at 6:10PM, officers responded to a residence located in the 4500 block of Kendall Dr in Woodbridge (22193) to investigate an attempted burglary. The homeowner reported to police that between 4:30PM on March 28th and 1:30PM on March 29th, an unknown person(s) attempted to enter the home through a front window which was found damaged. No entry is believed to have been made into the residence and no property was reported missing.
 
Attempted Residential Burglary – On March 28th at 3:43PM, officers responded to a residence located in the 3500 block of Beale Ct in Woodbridge (22193) to investigate an attempted burglary. The homeowner reported to police that between 8:00Am and 3:15PM, an unknown person(s) attempted to enter the home through a front window. The screen to the window was pushed up and crooked. No entry is believed to have been made into the residence and no property was reported missing.
 
Attempted Residential Burglary – On March 28th at 9:42AM, officers responded to an apartment located in the 7600 block of Croce Ct in Manassas (20109) to investigate an attempted burglary. A resident of the apartment reported to police that between 2:40PM and 8:30PM on March 27th, an unknown person(s) attempted to enter the home through a bedroom window which was found damaged. No entry is believed to have been made into the residence and no property was reported missing.

**INCIDENTS**
 
Commercial Burglary – On March 27th at 8:35AM, officers responded to KL Construction located at 937 Highams Ct located in Woodbridge (22191) to investigate a burglary. The business owner reported to police that the burglary occurred between 10:30PM on March 26th and 7:00AM on March 27th. Entry was made into the business through a door which was found pried open. Two large rolls of copper wire, valued around $12,000, were reported missing.
 
Attempted Residential Burglary – On March 27th at 1:30AM, officers reported to a residence located in the 2900 block of Marsala Ct in Woodbridge (22192) to investigate an attempted burglary. The homeowner reported to police that between 10:30PM on March 24th and 11:00PM on March 26th, an unknown person(s) attempted to enter the home through a rear sliding glass door which was found to have been tampered with. No entry was made into the residence and no property was reported missing.

ROBBERY SUSPECT ARRESTED: Charles County Sheriff’s detectives have arrested Jarred Darnell Brown, 25, of Washington, D.C., in connection with a robbery that occurred on January 30 in the 3200 block of Plaza Way in Waldorf. Brown walked up to a man who was approaching a bank to make a deposit, assaulted him and stole the deposit bag the man was carrying. Detectives from the CCSO Criminal Investigations Division pursued leads and a forensic artist created a sketch of the suspect. Based on additional information, Brown was identified and an arrest warrant was obtained. Brown turned himself in to officers on March 13. He was charged with robbery, second-degree assault and theft. Det. T. Hemsley investigated.

**INCIDENTS**
 
Indecent Exposure – On March 26th at 8:40AM, officers responded to the 1400 block of Ranger Lp in Woodbridge (22191) to investigate an indecent exposure call. The victim, a 49 year old woman of Woodbridge, reported to police that she was walking down the stairs in her apartment complex when she encountered an unknown man standing in the hallway. The man initially had his back to the victim. As the victim got closer, the man turned around and faced the victim, exposing himself. The victim immediately returned to her apartment and contacted police. Officers checked the area. The man was not located. No physical altercation was reported.
                Suspect Description:
Black male, between 20 & 30 years of age, 6’0” with a thin build, dark complexion, and an unshaven face
Last seen wearing a black hooded sweatshirt with a red stripe on the sleeves and black track style pants with red stripes on the sides
 
Commercial Burglary – On March 24th at 7:40AM, officers responded to the Texaco Service Station located at 10621 Dumfries Rd in Manassas (20112) to investigate a burglary. Employees reported to police that the burglary occurred between 12:30PM on March 22nd and 6:50AM on March 24th. Entry was made into the business through rear garage door which was accessed and opened after the glass on the door was broken out. Several Virginia vehicle inspection stickers, total value around $375, were reported missing.

Rape | Abduction with Intent to Defile – On March 26th, detectives from the Special Victims Unit responded to investigate a sexual assault which was reported to have occurred at the Days Inn located at 16925 Old Stage Rd in Dumfries (22025). The investigation revealed that the victim, a 16 year old female juvenile of North Carolina, reported to police that she was raped by the accused, a known acquaintance, while staying a room at the above location. Following the investigation, the accused was arrested without incident.

Fredericksburg Police Department Incident Reports

THURSDAY, MARCH 27, 2014 
 
LARCENY: 
Charlotte International, 1609 Dixon St, 3/25 – 3/26 1:00 p.m. The owner reported that an 
unknown person stole a BMW from the lot. The vehicle was later recovered in Dahlgren by the 
King George Sheriff’s Office. The investigation is ongoing. 
VRE Lot, 300 block Frederick St, 3/25 5:30 a.m. – 5:00 p.m. A commuter reported that an 
unknown person stole a quantity of loose change from his vehicle. No suspects or witnesses at 
this time. 
Funland, 1351 Central Park Blvd, 3/26 8:45 a.m. – 1:10 p.m. An employee reported that an 
unknown person broke her driver’s side window and stole her purse from the vehicle. No 
suspects or witnesses at this time. 
Mary Washington Hospital, 1001 Sam Perry Blvd, 3/26 6:45 a.m. – 11:00 a.m. An employee 
reported that an unknown person stole his gym bag from his unsecured vehicle. No suspects or 
witnesses at this time. 
James Monroe High School, 2300 Washington Ave, 3/26 3:00 p.m. – 4:00 p.m. A student 
reported that an unknown person stole his iPhone from the locker room. No suspects or witnesses 
at this time. 
ARRESTS: 
Charles Donahue, 22, of Fredericksburg was arrested for violation of a protective order. 
Charles Columbia, 44, of Stafford was arrested on a warrant from Spotsylvania charging him 
with failure to appear in court. 
Warren Carter, 39, of Fredericksburg was arrested on a warrant from Prince William County 
charging him with destruction of property. 
Timothy Guidry, 25, of no fixed address was arrested for public intoxication and unlawful entry. 
John Ijames, 23, of Spotsylvania was arrested for possession of heroin and possession with intent 
to distribute a controlled substance. 
Matthew Wheatley, 28, of Spotsylvania was arrested for possession of heroin. 
Elizabeth Christian, 26, of Spotsylvania was arrested on warrants from Spotsylvania charging her 
with possession of schedule I,II narcotics.

Malicious Wounding *ARREST – On March 25th, the accused, Aboubaker BAMBA turned himself into police without incident. The accused was wanted in connection to a shooting which was reported to have occurred at a residence located in the 3600 block of Stewart Ln in Dumfries on March 23rd.

Charged with malicious wounding and use of a firearm in commission of a felony

Malicious Wounding [Previously Released] – On March 23rd at 1:06AM, officers responded to a residence located in the 3600 block of Stewart Ln in Dumfries (22026) to investigate a shooting. The victim, a 17 year old man of Tappahannock, reported to police that he was confronted by a group of men at a residence. During the encounter, one of the men shot the victim in the leg. This incident escalated following an ongoing dispute between two groups. The victim was transported to an area hospital with non-life threatening injuries. Following the investigation, detectives identified the shooter as the accused and obtained warrants.
 
Strong Armed Robbery – On March 22nd at 3:55PM, police responded to the area of Columbia Springs Way and Falling Water Dr in Bristow (20136) to investigate a reported fight in progress. The victim, a 22 year old man of Bristow, reported to police that he was walking in the area above when he encountered two men. After a brief conversation, the victim voluntarily got into the backseat of a vehicle belonging to the men. Once inside, the victim was assaulted by one of the suspects while the other removed an undisclosed amount of U.S. Currency from the victim’s pocket. The victim eventually got out of the vehicle before the suspects sped away. Minor injuries were reported. This incident does not appear to be random.
                Suspect Descriptions:
Hispanic male, between 18 & 20 years of age with a heavy build, clean shaven face, brown hair, and brown eyes
Last seen wearing all dark colored clothing
 
Black male, between 18 & 20 years of age with a thin build, short black dreadlocks, and tattoos on both arms
Last seen wearing Nike shoes – no further description
 
                Vehicle Description:
                Older model faded, black 4-door sedan – possibly a Mitsubishi
 
Commercial Burglary – On March 24th at 1:20AM, officers responded to the Liquidation Center located at 8351 Sudley Rd in Manassas (20109) to investigate an alarm activation. Officers arrived and discovered the front glass door was broken out. A police K-9 was used to search the business. No suspect(s) was located. Miscellaneous costume jewelry of unknown value was reported missing.

THEFT OF UPS PACKAGES CAUGHT ON CAMERA/CRIME SOLVERS OFFERING CASH REWARD FOR SUSPECT’S IDENTITY: On March 24, an unknown male stole UPS packages from the front porch of two homes in the Lake Jameson neighborhood of Hughesville. The thefts occurred on Dusty Miller Court and on Pale Morning Court about 15 minutes after the packages had been dropped off by a UPS employee in the early afternoon. In one case, the theft was recorded on a surveillance camera and images of the suspect and his car were captured. The suspect is described as a black male with a dark complexion, possibly in his 20’s, with short dreadlocks and wearing a black skull cap and black prescription style glasses. The car appeared to be an older model light-colored Nissan Altima. Charles County Crime Solvers is offering a cash reward of up to $1,000 for information leading to the identity and arrest of the suspect. Anyone with information is asked to call Det. C. On 03/23/14, Deputy Lloyd arrested Frederick Jacobs, 46 from Spotsylvania in the 5000 Block of Jefferson Davis Hwy for Grand Larceny and Obtaining Money by False Pretenses.
On 3/22/14, Deputy Handy arrested Christopher Mulkey, 27 of Tappahannock for Shoplifting from Wal-Mart.
On 03/22/14, Deputy Durbin released on a summons, Harold E. Bailey, 78 from Locust Grove for Shoplifting in the 5000 Block of Plank Road.

On 03/20/14, Sgt. Belcher arrested Tina Tolley, 24 of Stafford for Malicious wounding and violation of a protective order on Church Street. 
 
On 03/20/14, Deputy Tittle arrested Clorissa Cockrill, 18 of Spotsylvania for Assault and Battery in the 6800 block of Silverbrook Dr and Driving Without a Driver’s License.
 
On 3/17/14, Deputy Kelley arrested Blakelynn Cox, 21 for Malicious Wounding. 
 
DUI
On 03/20/14, Deputy Basil arrested Gregory Hall, 37 of Spotsylvania for DUID and Driving Suspended after responding to a suspicious vehicle that was involved in a BOL earlier in the day. 
 
On 3/18/14, Deputy Papke arrested Michael Duprey, 38 of Stafford for DUI on Burman Ln.
 
On 3/17/14, Deputy Collins arrested Jonathan Racey, 33 for DUI, and Reckless Driving.  This was a result of a traffic stop for almost striking Deputy Collins head on while traveling on Harrison Rd.
 
Narcotics
On 3/22/14, Sgt. Assur arrested James Parker, 18 of Spotsylvania for Possession of Marijuana on West Glen Dower Dr.
 
On 3/22/14, Deputy Handy arrested Jesse Perez-Lopez, 20 of Spotsylvania for Possession of Marijuana on Steeplechase Dr.
 
On 3/20/14, Deputy Coerper arrested Eric Huff, 22 of Spotsylvania with Reckless Driving and Possession of Marijuana in the area of Plank Rd and Brock Rd.
 
 
 
Arrests
On 3/22/14, Deputies were dispatched to a disturbance/breaking and entering in progress, in the 10400 block of Kings Cove Court.  The subject thought he was at a friend’s house party of which he attended earlier this evening. Deputy Smeal charged Jason Endres, 19 of Spotsylvania with Vandalism, Underage Possession of Alcohol, and Public Intoxication.
On 3/22/14, Deputy Coerper arrested Vincent Havlick, 48 of Spotsylvania for Public Intoxication on Leavells Rd.
On 3/21/14, Deputy Jones arrested Samuel Coillot, 36 of Spotsylvania for Public Intoxication at the Salem Fields 7-11.

MAN CHARGED WITH ASSAULT: On March 23 at 3:50 a.m., officers responded to the 4000 block of Bullitt Neck Road in Marbury for an assault in progress. The victim told officers the suspect, Joel Galloway, 20, of La Plata, came to his house and attempted to gain entry. He attacked the victim and then used a chain saw to cut up some of the victim’s property. Galloway fled in a brown older model Ford pickup with horns mounted on the hood of the truck. An arrest warrant was issued and Galloway was later charged with assault. Officer J. Bottorf investigated.
SUSPICIOUS ACTIVITY REPORTED: On March 18 at 8:30 p.m., a witness called police after observing a suspicious car  in the 7500 block of Simms Landing Road in Port Tobacco. The witness said a blue Chevrolet passenger vehicle was in the area of a vacant residence. Officer M. Casarrubias checked the area and found the garage door unsecure and the interior door to the residence opened and damaged. Further investigation of the residence revealed the air conditioner had been dismantled and removed. The damage appeared to be old and it is not clear if the vehicle the witness originally called about was involved. The CCSO is reminding citizens to report all suspicious activity. As a result of this call, a theft was discovered and detectives can pursue additional information.

Incidents and arrests released on:                                                                         Tuesday, March 25, 2014
 
 
**ARRESTS**
 
Assault & Battery on a Law Enforcement Officer [LEO] – On March 24th at 4:32PM, officers responded to the area of Panther Pride Dr and Harwood Oaks Ct in Dumfries (22026) to investigate a report of a suspicious person. A caller reported to police that an unknown man was seen walking around the apartment complex for several hours. An officer arrived in the area and located the man, later identified as the accused, sitting near the community pool. As the officer approached the accused, he began to walk away, at one point, walking into the roadway in front of oncoming traffic. The accused continued to jump into the roadway in front of other cars and school buses causing the vehicles to come to an abrupt stop. The officer attempted to arrest the accused, at which point, he actively resisted leading to a physical altercation with the officer. Communication was lost with the officer and a distress call was issued prompting a large police response. Additional officers responded to the area quickly and were eventually able to detain the accused. The officer sustained minor injuries and was treated at the scene. Malicious Wounding – On March 23rd at 1:06AM, officers responded to a residence located in the 3600 block of Stewart Ln in Dumfries (22026) to investigate a shooting. The victim, a 17 year old man of Tappahannock, reported to police that he was confronted by a group of men at his residence. During the encounter, one of the men shot the victim in the leg. This incident escalated following an ongoing dispute between two groups. The victim was transported to an area hospital with non-life threatening injuries. Following the investigation, detectives identified the shooter as the accused and obtained warrants.

Commercial Burglary – On March 23rd at 8:30AM, officers responded to the Montclair Country Club located at 16500 Edgewood Dr in Dumfries (22025) to investigate a burglary. Employees reported to police that the burglary occurred between 7:30PM on March 2nnd and 8:30AM on March 23rd. Entry appeared to have been made into Pro-Shop on the property through the front door which was forced open. No property was reported missing. Damage to the door and a vending machine was estimated around $650.

Aggravated Sexual Battery | Rape – On March 17th, detectives from the Special Victims Unit began an investigation into a sexual assault which was reported to have occurred at a residence in the 9500 block of Lomond Dr in Manassas (20109). The investigation revealed that the victims, an 18 year old woman and a 14 year old female, were sexually assaulted by the accused, a known acquaintance, on more than one occasion over the past few years. Following the investigation, the accused was arrested on March 21st.

Contributing to the Delinquency of a Minor | Assault & Battery – On February 26th, detectives from the Physical Abuse Unit began a joint investigation with Child Protective Services in reference to abuse allegations being reported at the S.M.I.L.E. Day Care located at 7171 New Market Ct in Manassas (20109). The allegations were received anonymously and reported that the daycare’s director, identified as the accused, was physically abusing children in her care. The investigation revealed that in February of 2014, the accused assaulted two children, a 6 year old boy and a 5 year old girl, while they were both in her care at the facility. Following the investigation, the accused was arrested on March 21st.

Residential Burglary – On March 22nd at 11:46PM, officers responded to a residence located in the 13500 block of Photo Dr in Woodbridge (22193) to investigate a burglary in progress. The homeowner reported to police that he and a friend were inside his residence when they heard the front door open and an unknown man enter. The homeowner confronted the man which led to a minor altercation. The homeowner and friend were able to detain the man until police arrived. Officers identified the man as the accused and determined that he was under the influence of alcohol. Following the investigation, the accused was arrested. No damage was reported and no property was missing.

something through a bedroom window, causing the glass to shatter. No suspects or witnesses at

that an unknown person damaged three trees planted along Kenmore Avenue. No suspects or

ASSAULT: 
IHOP, 2831 Plank Rd, 3/21 2:55 a.m. Police responded to reports of a fight at the restaurant and 
broke up several groups of people who were arguing and causing a disturbance both inside and 
outside the business. Two male subjects had injuries from assaults that had occurred during the 
incidents but neither victim required medical attention or wanted to pursue charges against their 
assailants. The investigation is ongoing.

Armed Bank Robbery *ARREST – On March 20th, detectives from the Robbery Unit were able to identify the suspect involved in the armed robbery of the Carter Bank and Trust located at 8402 Sudley Rd in Manassas which occurred on May 18th of 2013. Detectives received an anonymous tip through Crime Solvers which led to the identity of a possible suspect. After an extensive investigation, detectives were able to determine that this suspect, Anthony BATTS, was the suspect responsible for the robbery and obtained arrest warrants. Members of the U.S. Marshals’ Fugitive Task Force were able to locate and arrest BATTS without incident at his residence on Cedar Cove Way in Woodbridge.

Armed Bank Robbery [Previously Released] – On May 18th at 11:00AM, police responded to the Carter Bank and Trust located at 8402 Sudley Rd in Manassas (20109) for a bank robbery. Employees reported to police that an unknown man entered the bank, displayed a handgun, and demanded money. The man took an undisclosed amount of U.S. Currency before fleeing the area, possibly in a vehicle. No injuries were reported. A police K-9 was used in the search for the suspect. Investigation continues.
 

Attempted Abduction with Intent to Defile | Strangulation – On March 20th at 9:29PM, officers responded to a parking lot located in the area of Potomac Mills Cir and Nazarene Way in Woodbridge (22192) to investigate an attempted abduction. The victim, a 34 year old woman of Lorton, reported to police that she was standing next to her vehicle after getting off of work when she was approached by an unknown man who asked the victim for directions. During the encounter, the man grabbed the victim and began to choke her leading to a struggle. Both the victim and the suspect fell to the ground, at which point, the man continued to strangle the victim. The man demanded the victim’s car keys and attempted to force her into the backseat of the vehicle. After a struggle, the suspect fled on foot. Minor injuries were reported. A police K-9 was used to search for the suspect.

Hispanic male, between 20 & 25 years of age, 5’5”, 150lbs with a thin build and short black hair

Malicious Wounding | Residential Burglary | Grand Larceny – On March 20th at 5:35PM, officers responded to a residence located in the 11000 block of Edgepark Cir in Manassas (20109) to investigate an assault. The victim, a 20 year old man of Manassas, reported to police that he answered a knock at his front door and encountered a known acquaintance, identified as Daniel VARGAS, who immediately assaulted him. The assault led to a physical fight between the two parties which continued to an outside area of the residence. While the two parties were fighting, a brother of the suspect, identified as Justin VARGAS, entered the victim’s residence and removed multiple pairs of Jordan tennis shoes. Both suspects fled the area on foot. The victim sustained sign non-life threatening injuries. Following the investigation, detectives obtained warrants for both suspects.

Fredericksburg Police Department Incident Reports
THURSDAY, MARCH 20, 2014 
 
WEAPONS VIOLATION: 
800 block Monument Ave, 3/19 10:30 p.m. Officers responded for a report of a single gunshot 
from an unspecified location and once in the area, the officers heard a male and female yelling 
inside an apartment. While officers entered the residence to identify and check the two 
occupants, another officer stationed outside detained a male who was seen running out the rear 
door of the unit. 
The investigation determined that the man inside the apartment, Jesus Cepeda Rivera, 34, of 
Stafford had fired a handgun outside the door of the apartment during a disturbance. In the 
search incident to the arrest of Rivera, a gun and a quantity of marijuana were found concealed in 
his clothing. Rivera was arrested for possession of a firearm by a convicted felon, reckless 
handling of a firearm, discharging a firearm in the city, and possession of marijuana. Rivera was 
incarcerated at the Rappahannock Regional Jail under no bond. 
The female inside the apartment was found to have been the victim of a domestic assault prior to 
police arrival. Her injuries did not require medical treatment. She was also discovered to have 
outstanding warrants against her in Stafford County, and she was turned over to the custody of 
Stafford County Sheriff’s Office. 
The male who was detained after running out the back door was identified as Jose Antonio 
Colon, 27, of Fredericksburg. Colon was arrested for domestic assault and battery against the 
female, and he was also served with a warrant from Stafford County charging him with grand 
larceny. Colon was incarcerated under no bond. 
ATTEMPTED ROBBERY: 
7-Eleven, 1240 Jefferson Davis Hwy, 3/20 3:25 a.m. The overnight clerk at the 7-11 reported 
that he was outside sweeping the sidewalk when he was approached from behind by an unknown 
black male who demanded money. When the clerk denied having any cash, the offender stabbed 
him in the lower torso and ran from the scene. The clerk went back inside the store and locked 
the door, then called 911. 
 
The 31-year-old victim was transported by ambulance to Mary Washington Hospital with non 
life-threatening injuries. He has since been released from the hospital. 
 
The suspect is described as a black male, 25-30 years old, under 5'9" in height and less than 220 
pounds. He was wearing a black hoodie and jeans. He was last seen running on Augustine 
Avenue away from the store. 
 
A police K9 ran a track from the crime scene and officers from the Fredericksburg Police and 
UMW Police searched the area extensively, but the suspect was not located. 
 
The investigation is ongoing. ARRESTS: 
Rainey Fisher, 18, of Spotsylvania was arrested for shoplifting from Kohls. 
Dorothy Duff, 53, of Locust Grove was arrested for shoplifting from Walmart. 
Damien Stevens, 32, of no fixed address was arrested for malicious wounding for this case at the 
Relax Inn and obstruction of justice. 
Jayson Heflin, 37, of Ruther Glen was arrested for domestic assault and battery and carjacking.

Detectives Seek Suspect's Identity in Assault

CHARLES COUNTY SHERIFF’S DETECTIVES SEEK SUSPECT’S IDENTITY: Charles County Sheriff’s detectives are seeking the identity of a man who assaulted a convenience store clerk. Charles County Crime Solvers is offering a cash reward in this case. On January 17 at 11:15 p.m., the suspect entered a store in the 300 block of Smallwood Drive in Waldorf. He picked up a bag of Funyons and a fruit flavored Gatorade and approached the clerk. When the clerk rang up the merchandise, the suspect reached across the counter and slapped the clerk several times. The suspect then grabbed the items and ran from the store.
 
Photos of the suspect were retrieved from a store surveillance camera and police are asking anyone with information to call Det. A. Celia at (301) 609-6518. Attempted Residential Burglary – On March 18th at 1:37PM, officers responded to an apartment located in the 14300 block of Westway Ln in Woodbridge (22193) to investigate a burglary in progress. A resident of the apartment reported to police that she heard someone knocking on her front door. At one point, the suspect began twisting the door knob. The resident further reported that she could hear two voices, possibly a male and female. Officers responded and did not locate anyone near the residence or damage to the door. No entry was made into the home and no property was reported missing. The resident didn’t see either person.

Charles County Sheriff's Office Incident Reports
ASSAULT ARREST: On March 18 at 2:30 a.m., Charles County Sheriff’s officers responded to a residence in the 5100 block of Sea Lion Place in Waldorf for a reported burglary in progress. The investigation revealed that Jason Richard Gantt, 30, of Temple Hills, forcibly entered the residence and assaulted a 30-year-old woman and a 12-year-old child. Officers arrested Gantt and charged him with first- and second-degree burglary and two counts of second-degree assault. Gantt was being held at the Charles County Detention Center pending an appearance before a district court commissioner. Gantt and the victims are known to one another. Officer M. O’Shields investigated.
 
MISSING ELDERLY WOMAN LOCATED: On March 16 at approximately 10:15 p.m., Charles County Sheriff’s Officer C. Collins observed a vehicle driving south in the northbound lanes of Route 210 near Glymont during a period of heavy snowfall. The officer stopped the vehicle, which pulled into a nearby parking lot. The officer approached the driver and recognized her as the subject of a “Silver Alert” issued two hours earlier by the Virginia State Police. He transported the woman to the Potomac Heights Volunteer Fire Department and Rescue Squad, where Emergency Medical Services personnel evaluated her. The CCSO contacted the woman’s family, who responded to the Fire Department to reunite with the woman and retrieved the woman’s car from the parking lot where the traffic stop occurred.

Detectives located surveillance footage which showed a possible suspect walking in the area at the time of the offense. After an extensive investigation and numerous canvasses in the neighborhood, detectives were able to identify the suspect as Jose RUIZ of Manassas. Following the investigation, detectives obtained warrants against RUIZ in connection to the incident. After a search, RUIZ was located and arrested on March 14th in the area of Keara Ct in Manassas by a police K-9 and patrol officers with the Prince William County Police Department. The U.S. Marshals’ Fugitive Task Force also assisted in the investigation.

Rape | Residential Burglary [Previously Released] – On March 9th at 4:41AM, officers responded to an apartment located in the 7500 block of Prince Cole Ct in Manassas (20111) to investigate a sexual assault. The victim, a 40 year old woman of Manassas, reported to police that while she was sleeping, an unknown man got into her bed and sexually assaulted her. The victim initially thought the suspect was her husband but then realized the suspect was a stranger. The suspect appeared to have entered the home through an unsecured door. The suspect fled the area prior to officers arriving at the residence. No description of the suspect was provided to police due to the room being dark at the time of the offense. The investigation continues.

Bank Robbery *ARRESTS – On March 14th, detectives from the Robbery Unit were able to identify the suspect involved in the robbery which occurred at the Carter Bank & Trust located at 12912 Fitzwater Dr in Nokesville on March 6th. An anonymous tip was received through Crime Solvers which identified the suspect as Michael JERMAN of Manassas. Upon further investigation, detectives were also able to identify the owner of the truck used in the robbery as Regina RINKER, girlfriend of the JERMAN suspect. On March 14th, the JERMAN suspect was located and arrested without incident by members of the Street Crimes Unit in Manassas. Detectives also discovered that RINKER was involved in the robbery as well. Following the investigation, a warrant was also obtained in connection to RINKER’s involvement in the incident. She was subsequently arrested by the Warren County Sheriff’s Office and is currently awaiting extradition back to Prince William County.

Bank Robbery [Previously Released] – On March 6th at 11:18AM, officers responded to the Carter Bank & Trust located at 12912 Fitzwater Dr in Nokesville (20181) to investigate a robbery. Employees reported to police that an unknown man entered the bank and approached the teller counter. Once at the counter, the man passed a note demanding money and implying a weapon. The man fled the bank with an undisclosed amount of U.S. Currency. No injuries were reported and no weapon was seen. The suspect was last seen fleeing the bank on foot. A police K-9 was used to search for the suspect. Detectives from the Robbery Unit were able to determine that the suspect involved in the robbery of ran to a vehicle which was parked in a nearby business parking lot and fled the scene immediately after robbing the bank. Surveillance images from that business were obtained showing the vehicle.

Narcotics Investigation *ADDITIONAL ARREST – On January 28th, detectives from the Street Crimes Unit concluded the following narcotics investigation involving Marijuana.                 Narcotics Investigation [Previously Released] – On January 28th, detectives from the Street Crimes Unit concluded a narcotics investigation involving marijuana.  As a result of the investigation two search warrants were obtained and executed in the 14400 block of Falmouth Ct and the 4600 block of Charlton Ct, both in Woodbridge (22193).  As a result of the investigation marijuana, firearms and other evidence were recovered.  The following arrests were also made without incident.

Strangulation l Abduction – On March 16th at 10:01PM, officers responded to a residence located in the 12500 block of Plymouth Ct in Woodbridge (22192) to investigate a report of threatening phone calls. The victim, a 19 year old woman of Woodbridge, reported to police that she and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused displayed a knife and pushed the victim into a room of the residence. While inside the room, the accused choked the victim and refused to let her leave. A female acquaintance of the victim, also present in the residence at the time of the altercation, attempted to intervene. At that point, the victim was able to escape to another room. The victim was ultimately able to contact police when the accused fled from the residence. No injuries were reported. Following the investigation, officers obtained warrants for the accused. Attempts to locate the accused have been unsuccessful.

Malicious Wounding – On March 16th at 11:57PM, officers responded to the 1200 block of Hale Ct in Woodbridge (22191) to investigate an assault. The victim, a 30 year old woman of Stafford, reported to police that she was delivering a pizza to an address in the above area and was approached by two unknown males with baseball bats. During the encounter, the suspects assaulted the victim. The men made no attempt to relieve the victim of cash or personal items prior to fleeing from the area on foot.  A police K-9 was used to search for suspects. Attempts to locate the suspects were unsuccessful. The victim was treated at an area hospital for significant, but non-life threatening injuries.  The investigation continues.

Residential Burglary – On March 14th at 8:52PM, officers responded to a residence located in the 13100 block of Rock Ridge Pl in Woodbridge (22191) to investigate a burglary. The homeowner reported to police that the burglary occurred between 3:00PM and 8:40PM. There were no signs of forced entry in the residence. Entry is believed to have been made through a secured door, possibly with a key.  An iPad, several cameras, and an undisclosed amount of U.S. Currency, total value around $2,000, were reported missing. 
 
Residential Burglary – On March 14th at 2:09PM, officers responded to a residence located in the 12800 block of Kingswell Dr in Woodbridge (22192) to investigate a burglary. The homeowner reported to police that the burglary occurred between 6:30AM and 8:30PM on March 13th. There were no signs of forced entry into the residence. Entry is believed to have been made through an unsecured sliding glass door.  No items were reported missing.
 


**ARRESTS**
 
Indecent Exposure – On March 15th at 6:36PM, officers responded to the parking lot of Kohl’s located at 13725 Foulgers Square in Woodbridge (22193) to investigate a report of an indecent exposure. The caller reported to police that an unknown man, later identified as the accused, was sitting in a vehicle near a store entrance. While sitting inside the vehicle, the man was seen exposing himself. Through the investigation, the same suspect was linked to a similar incident on another occasion. The man left the area prior to police arriving at the location. Officers were eventually able to locate the suspect in a nearby parking lot. Following the investigation, the accused was arrested without further incident.

On 3/14/14, Sr. Deputy Tillman arrested Brian Shaw, 57 of Spotsylvania for Larceny, on a Shoplifting call at Sheetz on Lafayette Blvd. 
 
On 3/13/14, Deputy Handy arrested Lisa Bowling, 26 of Spotsylvania for Petit Larceny/Shoplifting at Wal-Mart.
 
On 3/13/14, Deputy Drewry arrested Joseph Valdez-Pavie, 21 of Ashland for Shoplifting at Wal-Mart.  He was also wanted out of Caroline County on a probation violation.  
 
On 3/11/14, Deputy Perkins arrested Robert Patrick Keating, 21 for Breaking and Entering, (B&E), Conspiracy to Commit B&E, Possession of Burglary Tools, Grand Larceny and Possession of Stolen Property.  Deputy Perkins and Deputy B. Seay responded to Locklear Landing for a report of a B&E in progress.   They found Robert outside of the house and took him into custody.  His girlfriend, Yolanda Quiroga, 19 was also on scene.   She was the driver of the vehicle.  She was arrested for Conspiracy to Commit B&E by Deputy B Seay.

On 3/13/14, Sgt. Wahl charged Joseph Anderson, 24 of Spotsylvania for Possession of Marijuana.  Sgt. Wahl also charged Justin Urea, 19 of Spotsylvania for Driving without a License and Providing False Identification to Law Enforcement. The incident stemmed from a traffic stop at Gordon Rd and Chancellor Rd. 
 
On 3/11/14, Deputy Londeree arrested Michael Kennedy, 56 for Possession of Cocaine.  Michael was staying at the Hampton Inn and acting suspicious in the parking lot.

**INCIDENTS**
 
Armed Robbery – On March 12th at 4:03AM, officers responded to the 1600 block of Prince William Parkway (22191) in Woodbridge to investigate a robbery. The victim, a 24 year old man of Woodbridge, reported to police that while he was walking in the above area, he was confronted by four unknown males. One of the men allegedly produced a machete and relieved the victim of his coat. After the encounter, the men fled from the area on foot and the victim contacted police. A police K-9 was utilized to search for the suspects. No injuries were reported. The victim was able to provide police with a description of the armed suspect. The other three suspects were only described as Hispanic males.

Attempted Armed Robbery – On March 12th at 12:21AM, officers responded to the 2400 block of Prince William Parkway in Woodbridge (22192) to investigate an attempted robbery. The investigation revealed that two victims, a 29 year old woman and a 25 year old man – both of Manassas, were walking in the above area when an unknown man confronted them with a hand gun. During the encounter, the victims yelled and ran away from the suspect. The suspect was last seen getting into an awaiting vehicle parked nearby and fleeing from the area. The driver of the vehicle was not seen. No injuries were reported and no property was taken.

Black or Hispanic male, 5’9”-5’10”, 250lbs with heavy build and light complexion
Last seen wearing a gray hoodie style sweatshirt, blue jeans and black hat

Commercial Burglary l Grand Larceny – On March 27th at 5:06AM, officers responded to the Big Lots Store located at 13969 Jefferson Davis Hwy in Woodbridge (22191) to investigate a burglary in progress. An employee of the store reported to police that she heard a series of loud noises coming from behind the store. When police arrived they encountered two unknown males and a U-Haul truck behind the rear of the store next to shipping containers. The suspects fled the area on foot when they encountered officers. A police K-9 was used to search for the suspects. During the investigation, officers determined that the men were attempting to enter the shipping containers by cutting the lock. No entry was made and no property was reported missing. Detectives from the Property Crimes Unit were able the identity one of the suspects through paperwork left inside of the U-Haul at the scene. Detectives were further able to connect this suspect and the U-Haul to a similar incident which occurred on February 9th at the same business. In that incident, the store’s video surveillance cameras captured a U-Haul pull behind the business and two men exit. The men cut and removed the lock to a storage container before stealing close to $8,800 worth of outdoor furniture from inside.

Theft
On 03/09/2014, Deputy Griffith arrested Aulbrey Elisha, 30 of Spotsylvania for defrauding an Innkeeper at Hard Times Cafe.
 
On 3/7/14, Deputy Smeal arrested Jon Kimmel, 38 of Fredericksburg for felony Shoplifting, False Identity and an outstanding Capias warrant.  The incident occurred at Wal-Mart. 
 
On 03/05/14, Deputy Ridings responded to Spotsylvania Gold & Pawn for the report of a shoplifting. Victor Lawrence Fortuno-Manni III, 29 was arrested and charged with felony Shoplifting, Possession of a Schedule I or II Narcotic and Possession of Marijuana after Deputy Ridings located a black backpack belonging to the suspect left behind in the store.
 
On 3/4/14, Deputy S. Boyd arrested Jordon Mcalister, 18 of Fredericksburg after Shoplifting from Belk. 
 
On 3/4/14, Deputy Coerper responded to 5318 Jefferson Davis Hwy.(Gulf Station) in reference to a commercial alarm. It was found that the rear door of the business was ajar and entry had been made. Det. Swift along with Dep. Schmidt and Dep. Buccola responded to the scene. Det. Swift processed the scene, where he discovered several evidentiary items.  Deputy Schmidt and his K9 partner began a track which led to the Motel 6. Andre Liggans, 27 was located and arrested for Felony Breaking and Entering.
 
On 3/4/14, Deputy Coerper released Javon Paige, 18 of Stafford on a summons for Shoplifting from Exxon at South Point.

CRIME SOLVERS OFFERING CASH REWARD FOR INFORMATION IN TWO ROBBERY CASES: Charles County Crime Solvers is offering a cash reward for information leading to the arrest of two suspects involved in two robberies. On March 11 at 9:30 p.m., officers responded to the area of King James Place in Waldorf for the report of a robbery. Investigation showed two males had just exited their Honda Civic and were walking on a path toward a house when the suspects approached, pulled a gun and demanded the victims’ wallets and car keys. The victims complied and the suspects ran to the victims’ car and stole it. Officers searched the area and detectives responded to assist. During a neighborhood canvass, detectives spoke with a man who said he too had been robbed by two men just prior to the call on King James Place. Charles County Sheriff's Office Incident Reports
BURGLARY: On March 6 between 7 a.m. to 9 p.m., someone broke into a house in the 9400 block of Beaverdam Road in Nanjemoy and stole cash and jewelry. Officers discovered the suspect gained entry through an unsecured window. CPL. R. Cadrette is investigating.
MAN CHARGED IN CONNECTION WITH MOTOR VEHICLE THEFTS:  On March 6 at 6:20 a.m., a witness called police to report he had just observed his car, which he reported stolen three weeks earlier, at a gas station in the 2000 block of Smallwood Drive in Waldorf. The witness confronted the driver who fled on foot. Officers arrived but were not able to locate the suspect. Det. D. Savoy investigated further and soon identified the suspect as James Steven Cunningham, 26, of Waldorf. Det. Savoy also linked Cunningham to another car theft that occurred in early February. An arrest warrant was obtained and officers went to Cunningham’s house to serve it. Cunningham was found hiding in his attic and was arrested without further incident. He was charged with two counts of motor vehicle theft.

Culpeper County Sheriff's Office Incident Report

TWO TRAFFIC STOPS YIELD TWO DRUG ARRESTS

 

For Immediate Release

At 9:01 pm Monday, March 10, 2014, Deputy Charles Burgoon stopped a black 2003 Pontiac four-door at the intersection of Achievement Drive and North Ridge Boulevard, Culpeper, for having a headlight out. Burgoon located marijuana in the vehicle and issued the driver, Steven R. Moore, 26, of Culpeper, a summons for possession of marijuana.

 

Six hours later, at 3:48 am Tuesday, March 11, 2014, Deputy Burgoon stopped a vehicle at 7-11, 814 North Main Street, Culpeper, for having a brake light out. Culpeper Police K-9 Officer Eric Grant assisted him in locating narcotics and a handgun in the 2002 Dodge, and Burgoon arrested the driver, Brian G. Cook, 42, of Mississippi, for felony possession of a Schedule I/II controlled substance and felony possession of a firearm while in possession of drugs.

Bank Robbery *UPDATE – Detectives from the Robbery Unit were able to determine that the suspect involved in the robbery of the Carter Bank & Trust In Nokesville on March 6th ran to a vehicle which was parked in a nearby business parking lot and fled the scene immediately after robbing the bank. Surveillance images from that business were obtained showing the vehicle.

Older model, 2-door, Chevrolet S10 pickup truck
 
Bank Robbery [Previously Released] – On March 6th at 11:18AM, officers responded to the Carter Bank & Trust located at 12912 Fitzwater Dr in Nokesville (20181) to investigate a robbery. Employees reported to police that an unknown man entered the bank and approached the teller counter. Once at the counter, the man passed a note demanding money and implying a weapon. The man fled the bank with an undisclosed amount of U.S. Currency. No injuries were reported and no weapon was seen. The suspect was last seen fleeing the bank on foot. A police K-9 was used to search for the suspect.

Attempted Residential Burglary – On March 10th at 7:26PM, officers responded to a residence located in the 4400 block of Hamilton Dr in Woodbridge (22193) to investigate a burglary in progress. A caller reported to police that two unknown men were seen in the backyard of a neighbor’s residence attempting to enter the home. The two men fled the area when confronted by the caller. During a search, officers discovered damage to a rear window. No entry was made into the home and no property was reported missing. 
                Suspect Descriptions:
                2 Hispanic males, both between 16 & 23 years of age, 5’10”, 150lbs with medium builds
1st male was last seen wearing a red hooded sweatshirt, tan pants, and was carrying a gray backpack

**ARRESTS**
 
Strangulation | Abduction | Domestic Assault & Battery – On February 10th at 11:40AM, officers responded to a residence located in the 8300 block of Irongate Way in Manassas (20109) to investigate a domestic disturbance. The victim, a 19 year old woman of Amissville, reported to police that she and the accused, a known acquaintance, were in a verbal altercation which escalated.  During the encounter, the accused struck the victim in the face, choked her, and then refused to let her leave the home. The victim was eventually able to leave and contacted police. The accused was still on scene and was arrested without further incident. Minor injuries were reported.

Assault & Battery on a Law Enforcement Officer [LEO] – On March 8th at 4:02AM, officers responded to a residence located in the 13100 block of Minnieville Rd in Woodbridge (22192) to investigate a domestic disturbance. During the investigation, one of the parties involved was subsequently arrested for public intoxication. Once that person was in custody, the other party, identified as the accused, began to act disorderly towards officers at the scene. Once the initial person arrested was secured in a cruiser, the officer attempted to leave the scene. At that point, the accused jumped onto the cruiser’s hood and refused to get off. Officers attempted to remove the accused from the hood which led to a struggle. During the altercation, the accused kicked one of the officers multiple times to his knee. Officers eventually detained and arrested the accused. Minor injuries were reported.

Fredericksburg Police Department Incident Reports
TUESDAY, MARCH 11, 2014 
 
LARCENY: 
Crystal Car Wash, 1221 Jefferson Davis Hwy, 3/10 3:00 p.m. A customer reported that after he 
got his Toyota van cleaned and detailed, he left the business’ waiting room and was walking out 
to the van in the parking lot when he saw an unknown man drive the car out of the lot at a high 
rate of speed. The victim called 911 as the van proceeded northbound on Route 1, and police 
dispatchers notified the Stafford County Sheriff’s Office to look out for the stolen car. At 
approximately 3:18 p.m. the van was pulled over by Stafford deputies on Interstate 95 just south 
of the exit at Aquia. The driver, Rajohn Robinson, 23, of King and Queen County was taken into 
custody and charged with motor vehicle theft in the city and additional charges of reckless 
driving and eluding in the county. Robinson was incarcerated at the Rappahannock Regional Jail 
under no bond. 
James Monroe High School, 2300 Washington Ave, 3/5 10:00 a.m. A student reported that an 
unknown person stole her cell phone from her backpack in a classroom. No suspects or 
witnesses at this time. 
TGI Fridays. 1160 Carl D Silver Pkwy, 3/10 11:30 a.m. - 12:10 p.m. An employee reported that 
an unknown person broke a window on her vehicle and stole her purse and a bag of change from 
inside the car. No suspects or witnesses at this time. 
Health South, 300 Park Hill Dr, 3/10 9:00 a.m. An employee reported that an unknown person 
stole her purse from behind her desk area in the reception area. No suspects or witnesses at this 
time. 
ARRESTS: 
Sally Mayberry, 34, of Fredericksburg was arrested on warrants from Stafford charging her with 
hit and run and domestic assault and battery. 
Carmen Montenegro, 56, of no fixed address was arrested for trespassing. 
 
Stephanie Slater, 48, of Bristow was arrested for possession of stolen property. 
 
Jeffrey Cucchiara, 41, of no fixed address was arrested on a warrant from Stafford charging him

1000 block Heritage Park, 3/7 – 3/8 7:50 a.m. A resident reported that an unknown person stole

Prince William County Police Department Incident Report

**INCIDENTS**
 
Crash – Double Fatality – On March 9th at 1:21AM, officers and investigators from the Crash Investigation Unit responded to the area of Dumfries Rd and Minnieville Rd in Manassas (20112) to investigate a two vehicle crash. The investigation revealed that the driver of a 2012 Honda Civic was traveling southbound on Dumfries Rd and proceeded to make a left turn on a red light at the intersection with Minnieville Rd. In doing so, the vehicle crossed paths in front of a 2003 GMC Envoy, which was traveling northbound on Dumfries Rd causing a T-bone collision. The driver of the Envoy and had the solid green light to proceed through the intersection. Upon impact, the Honda Civic immediately caught fire. Two of the first responding officers used fire extinguishers on the flames and were able to cut the seatbelts and remove the driver and a rear passenger from the vehicle. The front seat passenger was trapped inside the vehicle and was unable to escape until members of the Department of Fire and Rescue arrived on scene. The passenger in the rear of the Civic was pronounced dead at the scene. Both the driver and front seat passenger of the Civic were flown to an area hospital where the front seat passenger also died of their injuries. The driver of the Civic remains hospitalized in critical condition. The driver and a front seat passenger of the Envoy were also flown to an area hospital where both have since been treated and released. All occupants in both vehicles were wearing seatbelts at the time of the collision. Currently, there is no indication of alcohol or drug use being factors in the crash. Speed being a factor is still under investigation.

                The driver of the 2003 GMC Envoy was identified as a 39 year old woman of Delaware
 
The front seat passenger in the 2003 GMC was identified as a 27 year old man of Delaware

 
Rape | Residential Burglary – On March 9th at 4:41AM, officers responded to an apartment located in the 7500 block of Prince Cole Ct in Manassas (20111) to investigate a sexual assault. The victim, a 40 year old woman of Manassas, reported to police that while she was sleeping, an unknown man got into her bed and sexually assaulted her. The victim initially thought the suspect was her husband but then realized the suspect was a stranger. The suspect appeared to have entered the home through an unsecured door. The suspect fled the area prior to officers arriving at the residence. No description of the suspect was provided to police due to the room being dark at the time of the offense. The investigation continues.
               
Reckless Handling of a Firearm – On March 1st at 12:57AM, officers responded to the 9500 block of Covington Pl in Manassas (20109) to investigate a shots fired call. Caller reported to police that multiple gunshots were heard in the area above. One caller reported seeing four males wearing hooded sweatshirts running from the area. Officers located shell casings in the road. No injuries or property damage were reported.
 
Commercial Burglary – On March 9th at 1:50AM, officers responded to Five 12 located at 8037 Centreville Rd in Manassas (20111) to investigate an alarm activation. Officers arrived at the business and discovered a rear door was pried open. A police K-9 was used to clear the building. No suspect(s) were located. Numerous lottery tickets were reported missing.
 
Residential Burglary – On March 7th at 7:35PM, officers responded to a residence located in the 15300 block of Elizabeth Burbage Lp in Woodbridge (22191) to investigate a burglary. The homeowner reported to police that the burglary occurred between 7:00AM and 5:00PM. Entry was made into the home through a rear sliding glass door which was pried open. A MacBook, two laptops, a gaming console with game, and a camera, total value around $3,200, were reported missing.
 
Residential Burglary – On March 7th at 5:52PM, officers responded to an apartment located in the 14300 block of Westminster Ln in Woodbridge (22193) to investigate a burglary. A resident of the apartment reported to police that the burglary occurred between 6:30AM and 4:00PM. Entry was made into the home through a bedroom window which was broken out. A gaming console, cell phone, and jewelry, total value around $900, were reported missing.
 

Attempted Residential Burglary – On March 5th at 3:30PM, officers responded to a residence located in the 7500 block of Campbell Ct in Manassas (20109) to investigate an attempted burglary. The homeowner reported to police that at around 1:30PM, two men attempted to enter the residence by shattering a rear sliding glass door. A resident of the home startled the suspects who immediately fled on foot. No entry was made into the home and no property was reported missing.

                2 Hispanic males, both reported to be between 25 & 35 years of age
                1st male was 5’5” with a thin build – no further description

Rape – On March 9th at 11:43PM, officers responded to a residence located in the 9400 block of Abingdon Ct in Manassas (20109) to investigate a sexual assault. The victim, a 16 year old woman of Manassas, reported to police that she was walking down the steps to her basement when she slipped and fell. The victim further stated that she lost consciousness after hitting her head. When she awoke, she was in her bed being sexually assaulted by the accused, a known acquaintance. Once she awoke, the suspect immediately left the residence. Following the investigation, detectives from the Special Victims Unit arrested the accused without further incident.

Aggravated Sexual Battery – On March 8th at 4:00PM, officers responded to a residence located in the 6600 block of Flannagan Ct in Manassas (20112) to investigate a sexual assault. The victim, a 12 year old girl of Manassas, reported to police that the accused, a known acquaintance, sexually assaulted her while they both were at her residence. The accused left the residence prior to officers arriving at the home. Following the investigation, detectives from the Special Victims Unit arrested the accused without further incident.

Felony Child Neglect – On March 8th at 6:17AM, officers responded to the 2700 block of Potomac Mills Cir in Woodbridge (22192) for a report of a child left unattended in a vehicle. Officers arrived and located a male child, later determined to be 3 years of age, secured in a rear child seat of a vehicle parked in a fire lane. Shortly after officers arrived, the father of the child, identified as the accused, returned to the vehicle. Officers immediately detected an odor of alcohol coming from the accused and arrested him for public intoxication. When officers searched the accused, they located a bag of marijuana. The investigation revealed that the child was left unattended in the vehicle for at least 30 minutes. Following the investigation, the accused was arrested. The victim was not injured.

Conspiracy to Commit Burglary | Narcotics Investigation – On March 7th at 4:31PM, officers responded to the 6200 block of Occoquan Forest Dr in Manassas (20112) after receiving an anonymous tip that a home was going to be burglarized. Officers canvassed the neighborhood and located four juveniles walking in the above area. During the investigation, officers learned that the four juveniles planned to break into a residence located at 6297 Occoquan Forest Dr after they received information that the homeowner was growing marijuana inside the home. Detectives made contact at that residence and detected a strong odor of marijuana. A search warrant was subsequently executed at the residence which yielded approximately 193 marijuana plants, equipment used to grow marijuana, a handgun, and other paraphernalia and items. A vehicle belonging to one of juvenile suspects was also searched. During the search, a rifle was located which the suspects planned to use in the burglary. Following the investigation, all four juveniles and the homeowner were arrested without incident.

Commercial Burglary – On March 2nd at 2:33AM, officers responded to the Hard Times located at 7753 Sudley Rd in Manassas (20109) to investigate a disorderly in progress. Officers arrived and met with security who reported that a customer, who was previously inside the restaurant, broke the lock on the front door and entered the business after closing. The customer, identified as the accused, was located by officers a short distance away from the business and was determined to be intoxicated. The investigation revealed that the accused was removed from the business by staff shortly before closing. The accused claimed that he had lost his phone inside the restaurant and wanted to look for it. Following the investigation, the accused was arrested without incident. Damage to the door was estimated around $1,200.

Narcotics Investigation – On February 26th, detectives from the Special Investigations Bureau concluded a narcotics investigation involving the distribution of marijuana with the execution of search warrant at 1903 Stevens Rd, Apt. 1703 in Woodbridge (22191). As a result of the search, marijuana and evidence of distribution were recovered. On March 7th, the below suspects were arrested in connection to the investigation. All arrests were made without incident.

Indecent Exposure – On March 6th at 6:30AM, officers responded to an apartment located in the 10600 block of Blendia Ln in Manassas (20109) to investigate an indecent exposure. The victim, a 61 year old woman of Manassas, reported to police that she heard someone throwing broken tree branches at her rear sliding glass door. When she looked outside, she observed an unknown man immediately lower his pants and expose himself. The victim closed the blinds and contacted police. The man fled the area prior to police arriving in the area and was not located.
                Suspect Description:
                White male, between 40 & 50 years of age, 6’0”, 175lbs with an unshaven face

**ARRESTS**
 
Computer Harassment – On February 17th, detectives from the Special Victim’s Bureau began an investigation into computer harassment allegations involving the social image sharing application, Instagram. The investigation revealed that the below listed juveniles had created several Instagram accounts which exploited other female juveniles from multiple schools within the Prince William County public school system. The juvenile suspects obtained inappropriate images of other juvenile students which were then posted on the application. Once discovered by police, the accounts were immediately shut down and owners identified. Detectives further learned that no county school equipment was used by the suspects and no photos were taken within the schools or on school property. Following the investigation, three of the identified owners of the accounts were charged.

Charles County Sheriff's Office Incident Reports
THEFT: On March 6 at 2:49 a.m., officers responded to the 4000 block of Tahoe Place in Waldorf for the report of a theft. Unknown persons took four wheels and rims from a Chevrolet Suburban and then left the vehicle on landscaping pavers. PFC S. Weedon is investigating.
DRUG ARREST: On March 5 at 1:25 a.m., Officer A. Fenlon was patrolling the area of Dartmouth Road in Waldorf when he observed two males standing near the end of the roadway. Officer Fenlon approached the men at which time he detected a strong odor of marijuana.  Officer Fenlon investigated further and found seven sandwich size bags of marijuana in one man’s book bag and another bag of marijuana in his pocket. He also found numerous empty bags and a digital scale. Joshua Jartavus Donaldson, 27, of Waldorf, was arrested and charged with possession with intent to distribute drugs, possession of marijuana and possession of drug paraphernalia.

**INCIDENTS**
 
 
Residential Burglary – On March 3rd at 11:49PM, officers responded to a residence located in the 2600 block of Creek Moor Ct in Woodbridge (22191) to investigate a burglary. A resident of the home reported to police that the burglary occurred between 4:00PM on March 3rd and 11:49PM on March 4th. Entry was made into the basement area of the residence through a sliding glass door which had the lock broken out.  Miscellaneous property and jewelry, total value around $2,000, was reported missing.

Aggravated Sexual Battery l Indecent Liberties – On March 5th, detectives from the Special Victim’s Unit responded to investigate a sexual assault which was reported to have occurred in the 2100 block of Culpeper Dr in Woodbridge (22191). The investigation revealed that the victim, a 9 year old girl of Woodbridge, was sexually assaulted by the accused, a known acquaintance, on more than occasion in February of 2014. Following the investigation, the accused was arrested without incident.

Attempted Malicious Wounding – On March 5th at 3:56AM, officers responded to a residence located in the 13100 block of Habrown Ct in Woodbridge (22192) to investigate an assault.  The victim, a 33 year old man of Woodbridge, reported to police that he and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused attempted to stab the victim with a knife before she fled in a vehicle. The accused was eventually located by officers and arrested without further incident.  No injuries were reported.

200 block Forest Village, 2/28 – 3/2 11:00 p.m. A resident reported that an unknown person 
damaged her front door and appeared to gain entry into her apartment. The investigation is 
ongoing. 
LARCENY: 
Same Day Surgery, 1001 Sam Perry Blvd, 3/04 - 3/5 11:40 a.m. A patient reported that an 
unknown person stole prescription medication from his personal belongings. No suspects or 
witnesses at this time. 
VANDALISM: 
Kenmore Plantation, 1201 Washington Ave, 3/5 10:00 a.m. – 1:00 p.m. An employee reported 
that an unknown person broke a second story window on the house. No suspects or witnesses at 
this time. 
ARRESTS: 
Janice Lee, 20, of no fixed address was arrested for failure to appear in court. 
Richard Trest, 52, of Fredericksburg was arrested for violation of a protective order. 
Heather Mercer, 25, of Frederick, Maryland was arrested for felony shoplifting. 
Leonia Loydd, 33, of Spotsylvania was arrested for shoplifting from Walmart. 
Emanuel Smith, 24, of Spotsylvania was arrested for trespassing. 
Rashainda Lewis, 20, of Fredericksburg was arrested on warrants from Caroline County charging 
her with trespassing and destruction of property. 
Scott Cox, 42, of Fredericksburg was arrested for public intoxication. 
Michael Lynch, 46, of Fredericksburg was arrested for shoplifting from Giant. 
Michael Washington, 51, of Bowling Green was arrested for shoplifting from Giant.

**ARRESTS**
 
Malicious Wounding l Strangulation l Obstruction of Justice – On March 3rd at 9:30AM, officers responded to the 10800 block of Gambril Dr in Manassas (20109) to investigate a domestic assault. The victim, a 44 year old man of Manassas, reported to police that he and the accused, a known acquaintance, were involved in a verbal altercation which escalated.  During the encounter, the accused struck the victim in the head with a glass bottle and then strangled the victim until he was no longer breathing. When police arrived they encountered the accused inside the apartment. The accused became aggressive toward officers as they attempted to detain him. The accused actively resisted which led to a struggle.  Officers eventually detained the accused and subsequently arrested him without further incident. The victim was transported to the hospital and treated for non-life threatening injuries.

Spotsylvania County Sheriff's Office Incident Reports

ARREST OF BURGLARY SUSPECT
 
On today’s date, at approximately 5:15am, Spotsylvania County Deputies responded to a burglar alarm call at the Gulf Station, located in the 5300 block of Jefferson Davis Highway.  Upon arrival, Deputy Coerper noted that the back door of the business was ajar.  He investigated further and determined that entry had been made and items taken from the store. 
 
CID Detectives responded to the location and began processing the scene for evidence.  During the processing of the scene, evidence of the crime was located near the door of the business, where entry had been made.  A law enforcement K-9 team was called to the location and a track ensued.  The trail led to a nearby hotel, where a potential suspect was developed by additional investigation. 
 
Detective Swift obtained a search warrant for the hotel room, where the possible suspect was staying.  Upon searching the room, pursuant to the obtaining of a search warrant, evidence of the break in was discovered.  The suspect, identified as Andre Liggans, 27 of Spotsylvania was questioned and subsequently arrested and taken before the Magistrate.  Liggans was charged with Felony Breaking and Entering, Possession of Burglary tools and Larceny.  He was transported to the Rappahannock Regional Jail.

Charles County Sheriff's Office Incident Reports
BURGLARY REPORTED: Sometime between March 3 and March 4, someone broke out the front window of a business in the 100 block of Paul Mellon Court in Waldorf and ransacked the office. Nothing was reported stolen. PFC B. Kunz is investigating.
BURGLARY: On March 4 at 2:45 a.m., officers responded to an intrusion alarm at a store in the 3300 block of Crain Highway in Waldorf. Upon arrival, officers noticed the glass to the front door had been shattered. Officers conducted an immediate search but no one was inside. Investigators are following leads.
SUSPICIOUS ACTIVITY: On March 2 at 8 p.m., officers responded to Jameson Court in Indian Head for the report of a possible attempt burglary. The victim was inside her residence when she reported someone tried to kick in the front door. Entry was not gained and the suspect fled. PFC J. Foster is investigating.

Theft
On 2/28/14, Deputy Spillman arrested Robert Chechele, 49 of Spotsylvania on 4 warrants for Credit Card Fraud from an incident stemming from Wawa, Plank Road.
 
On 2/28/14, Deputy Warren arrested Jessica Fox, 33 and Grace Rose, 44 of Spotsylvania for Shoplifting, Conspiracy and Possession of Marijauna in the Courtland Commons, pursuant to a larceny from Giant.
 
On 02/27/14, Sgt. Hammond arrested Matthew Eugene Jett, 28 from Spotsylvania in front of the Spotsylvania Regional Medical Center for a Felony Shoplifting.  Sgt. Hammond located the subject after he fled from Kohl’s loss prevention. 
 
On 2/27/14, Senior Detective Chewning obtained 2 Felony warrants against Kurtwan Hunter, 26 of Fredericksburg, as a result of a joint effort with Fredericksburg City and the U. S. Secret Service. Kurtwan is accused of Felony Forging and Felony Uttering, stemming from an incident of counterfeit money being passed at Sheetz on Lafayette Blvd. in this jurisdiction.
 
On 2/26/14, Deputy Tavarez arrested Melissa Downham, 27 of Fredericksburg for Petit Larceny from Spencer Gifts. 
 
Assault
On 3/1/14, Units responded to the 11900 block of Belfonte Road for reported Assault and Abduction.  Ross Carter, 44 of Spotsylvania was later arrested and charged with Felony Abduction and Malicious Wounding. 
 
On 2/29/14, Deputy Ryan Plunkett arrested Elisa Moore, 50 for Felony Assault and Possession of Cocaine, in the 10600 block of Leavells Rd
 
On 2/27/14, Deputy Morris arrested Erica Mestey, 29 of Spotsylvania for Malicious Wounding on Olde Greenwich Circle.
 
On 2/25/14, Sgt. Belcher arrested Carleen Naybor-Lauer, 48 of Spotsylvania for Assault and Battery in the 8400 block of South Carolina Ct.
 
On 2/24/14, Deputy Coerper arrested Peggy Manning, 66 of Spotsylvania for Assault on Isle of Laurels Blvd.  
 
DUI
On 3/1/14, Deputy Ridings arrested Paul Carver, 42 of Spotsylvania for DUI in the area of Snow Hill Drive/Courthouse Rd.
 
On 2/28/14, Deputy Griffith arrested Troy Robinson, 22 of Spotsylvania for DUI after a motor vehicle accident on Overview Dr.
 
On 2/26/14, Deputy Tavarez arrested Joseph Zovac, 47 of Locust Grove for D.U.I, Refusal, Eluding and Drinking While Driving.  The incident began with a traffic stop in the area of Plank Rd. and Mclaws.
 
Narcotics
On 03/02/14, Sr. Deputy Hart released Cobihoshi Copper, 35 of Spotsylvania on a summons for possession Marijuana. This resulted from a traffic stop in the 5000 Blk. Plank Rd.
 
On 2/29/14, Deputy Plunkett arrested Brien Hughes, 30 for Possession of Marijuana and Driving Suspended. 
 
On 2/26/14, Sgt. Assur arrested John O'hara, 23 of Rockaway N.J., after a traffic stop in the area of Dewberry and Wilburn Dr. for Felony Possession of Marijuana with the Intent to Distribute, (4 lbs.). 
 
On 2/26/14, Deputy Kelley arrested Ricardo Powell, 24 for Possession of Schedule I Substance; (Adderall).  Deputy Kelley also arrested Jarrell Marshall, 22 for Possession of Marijuana.  This was result of a traffic stop for Defective Equipment, in the area of Southpoint Parkway.
 
On 2/26/14, Deputy Hart arrested Nicholas Margaros, 19 for Possession of Marijuana and Driving Suspended.  This was a result of a traffic stop for Defective Equipment and Speeding.  Margaros was released on a Summons. 
 
On 2/24/14, Sr. Deputy Myrick released Dawson Burrell, 18 and Branden Hill, 20 of Spotsylvania on summonses for Possession of Marijuana on a traffic stop on Leavells Rd.
 
Arrests
On 2/29/14, Deputy Collins arrested a male subject, (Identity Unknown), for Drunk in Public.  Deputy Collins responded to Albany St for a 911 Hang Up that retransmitted to the area.  He located the subject sitting in a vehicle.

**INCIDENTS**
 
Reckless Handling of a Firearm – On February 27th at 11:40PM, officers responded to the 2900 block of Fox Lair Dr in Woodbridge (22191) to investigate a report of gunshots heard in the area.  The investigation revealed that a vehicle, operated by an unknown person, drove through a parking lot in the above area while firing several gunshots from the vehicle.  The vehicle fled from the area prior to police arrival. No injuries or property damage were reported.
 
Residential Burglary – On March 1st at 3:47PM, officers responded to an apartment located in the 11900 block of Coverstone Hill Cr in Manassas (20109) to investigate a burglary.  A resident of the apartment reported to police that the burglary occurred between 5:00PM on February 28th and 3:00PM on March 1st.  Entry was made into the home through a secured door which had been pried open. A gaming system, shoes, a sports memorabilia jersey, and other property, valued around $2,000, were reported missing.
 
Commercial Burglary – On March 1st at 9:00AM, officers responded to Atlantic Research located at 5945 Wellington Rd in Gainesville (20155) to investigate a burglary.  A security guard reported to police that the burglary occurred between 10:00AM on February 26th and 9:00AM on March 1st. Entry was made in the business through a secured door after a lock was cut and removed. No property was reported missing.
 
Residential Burglary l Grand Larceny Auto – On February 28th at 8:27PM, officers responded to a residence located in the 12700 block of Silvia Loop in Woodbridge (22192) to investigate a burglary. The homeowner reported to police that the burglary occurred between 7:00AM and 8:10PM. Entry was made into the home through a window which was broken out. A Ford F150 pick-up truck, miscellaneous property, and an undisclosed amount of U.S. Currency, valued around $29,000, were reported missing.
 
Commercial Burglary – On February 28th at 7:50AM, officers responded to the Tackett’s Mill Car Wash located at 12831 Harbor Dr in Woodbridge (22192) to investigate a burglary. An employee of business reported to police that the burglary occurred between 7:00PM on February 27th and 7:50AM on February 28th. Entry was made into the business through a front glass door after a piece of the glass was removed. No property was reported missing.

Aggravated Malicious Wounding | Strong Armed Robbery – On March 1st at 7:15PM, officers responded to the 19300 block of Belleau Woods Dr in Triangle (22172) to investigate a domestic assault. The victim, a 24 year old woman of Triangle, reported to police that she and the accused, a known acquaintance, were involved in a verbal altercation which escalated. The victim attempted to get away from the accused, at which point, the accused knocked the victim to the ground and began assaulting her. The accused demanded the victim’s phone, striking her multiple times in the head with a glass bottle. The accused was able to get the victim’s phone and flee in a vehicle. The victim was transported to an area hospital with significant but non-life threatening injuries. The accused was eventually located by officers and detectives at a residence on Purvis Dr where he was arrested without further incident.

Malicious Wounding – On February 28th at 3:32PM, officers responded to a residence located in the 15300 block of Farm Creek Rd in Woodbridge (22191) to investigate the report of a fight with weapons. The investigation revealed the victim, a 49 year old man of Woodbridge, was involved in a verbal altercation with the accused, a known acquaintance, which escalated.  During the encounter, the accused cut the victim’s neck with a razor blade before fleeing from the home. The accused was located by police not far from the above area and arrested without incident. The victim was treated at the scene for non-life threatening injuries.

Assault & Battery on a Law Enforcement Officer [LEO] – On March 3rd at 1:03AM, officers responded to a residence located in the 14600 block of Ely Ct in Woodbridge (22193) to investigate a disorderly call. Officers arrived in the area and located the accused, a juvenile, running in middle of the street. The caller reported to police that the accused was repeatedly kicking the front door of his residence. The caller did not know the accused and called police. No entry was made into the home. As officers spoke to the accused, he became aggressive and kicked one of the officers in the leg. After a brief struggle, the accused was eventually detained and arrested. No injuries were reported. The damage to the front door of the residence was estimated to be around $250.

Assault & Battery on a Law Enforcement Officer [LEO] – On March 2nd at 11:02PM, officers responded to a residence located in the 2500 block of Sedgewick Pl in Dumfries (22026) to assist the Department of Fire and Rescue on a medical call. A resident of the home, identified as the accused, was reportedly in and out of consciousness and highly intoxicated. While officers were on scene speaking to other family members, the accused became agitated and assaulted one of the officers. After a brief struggle, the accused was eventually detained and arrested. While being escorted to a police cruiser, the accused spit on one of the officers. No injuries were reported.

Fredericksburg Police Department Incident Reports
TUESDAY, MARCH 4, 2014 
 
BURGLARY: 
300 block Frederick St, 2/22 – 2/23 3:30 p.m. A resident reported that an unknown person broke 
in to his apartment and stole electronics and other items of value. The investigation is ongoing. 
INDECENT EXPOSURE: 
1000 block Riverwalk St, 3/1 1:40 p.m. A resident called police to report a suspicious man who 
was sitting in his vehicle and who appeared to be watching neighborhood children play 
basketball on the street. The witness further stated that the unknown man was exposing himself 
while inside the car. The responding officer identified the man in the car as Herman Edwards, 
69, of Spotsylvania. A warrant was obtained charging Edwards with indecent exposure and he 
was arrested later that day by the Spotsylvania County Sheriff’s Office. Edwards was released 
on his own recognizance. 
LARCENY: 
1200 block Prince Edward St, 2/28 8:45 a.m. – 11:00 a.m. A resident reported that an unknown 
person damaged the lock on her vehicle and stole her purse from inside the car. It was later 
discovered that the offender used the victim’s identification and bank cards to withdraw a sum of 
cash from her account. The investigation is ongoing. 
ABC Store, 1249 Jefferson Davis Hwy, 2/28 8:30 p.m. A manager reported that an unknown 
male subject stole a bottle of liquor by concealing it in his clothing. The investigation is 
ongoing. 
Bavarian Chef, 200 Lafayette Blvd, 3/1 4:00 p.m. – 10:30 p.m. A manager reported that an 
unknown person stole a sign from the parking lot. No suspects or witnesses at this time. 
VANDALISM: 
1900 block Lafayette Blvd, 3/2 – 3/3 5:00 p.m. A resident reported that an unknown person 
damaged the steering column on his vehicle. No suspects or witnesses at this time. 
100 block Forest Village, 3/1 -3/2 9:30 a.m. A resident reported that an unknown person 
damaged the door handle and windshield wipers on her vehicle. No suspects or witnesses at this 
time. 
700 block Kenmore Ave, 3/1 – 3/2 2:00 p.m. A resident reported that an unknown person broke 
a board on her privacy fence. No suspects or witnesses at this time.
