Fredericksburg Police Department Incident Reports

THURSDAY, MAY 1, 2014 
PNC Bank, 1001 Gordon Shelton Blvd, 4/30 3:48 p.m. Police responded to reports of an armed 
robbery after a man entered the lobby of the PNC Bank, displayed a gun, and stole a quantity of 
cash from one of the tellers. The suspect, who was wearing a mask, fled from the bank and 
witnesses saw him running away toward the nearby Wegman’s store. 
At 3:51 p.m. an officer located the suspect near the pool at the Homewood Suites and held him at 
gunpoint until additional officers could arrive as backup. At 3:53 p.m. the suspect was safely in 
A bag containing cash was found near the Wegman’s along the route where the suspect was seen 
fleeing. The weapon that is believed to have been used during the robbery was also recovered. 
The suspect has been identified as Maxwell Lynell Penny, 24, of Fredericksburg. Penny was 
charged with bank robbery, brandishing a firearm, use of a firearm in the commission of a 
felony, and wearing a mask in public. Penny was incarcerated at the Rappahannock Regional 
Jail under no bond. 
Duke Pratt, 35, of Spotsylvania was arrested for DUI in the 2300 block of Cowan Boulevard. 
Joseph Middleton, 29, of Fredericksburg was arrested on a warrant from Stafford County 
charging him with failure to appear in court. 
Logan Jones, 20, of Great Falls was arrested for public intoxication and underage possession of
