On December 04, 2014, Detectives of the Spotsylvania County Sheriff's Office, Financial Crimes Unit, were made aware of a subject in this jurisdiction who is alleged to have targeted elderly citizens as potential victims for a construction fraud scam. Detectives opened an investigation and discovered that Richard Hare had victimized numerous citizens starting as early as December of 2013.
Hare is believed to have utilized several business names, claiming to be the owner and operator of each. He approached the victims and solicited residential construction contracts, with a promise of renovations to their homes.
